That's Flame Haze's passive Incapacitate effect

You probably saw flame haze. When it lands on an enemy, it drops a poison mist where it landed then goes on cooldown. If you use mist explosion and it sucessfully hits, then the cooldown on flame haze is reset.

No where do I see black fire in the video o-o. what you saw was probably Flame Haze like above said, or Megladdon Flame, the 170 hyper, but that's blue so I dunno o=o

Black fire? You mean that giant fireball? In which case, it's called Flame Haze and you can use it on anything, but it only hits one enemy, then releases its own poison mist.
