Define 'hard to fund'. If you mean 'hardest to cap', then it's clearly Ryude's Sword Kaiser. Many classes could reach cap with the amount of money Kaisers have spent in their Ryude's alone (and then you have people like Carte Rosa that have done that TWICE - and still don't fully cap on Lotus/C. Vellum)
Other classes that come to mind: Xenon, using Pinpoint Salvo and Beam Dance; Pinpoint Salvo consumes all your Surplus Energy, taking away the %allstat you get from it and multiple buffs that require it, your basically crippling your own damage so you can hit more times. Phantom is also hard to cap thanks to low % on their skills and the recent nerfs to stolen skills (e.g. Arrow Platter only does 85%, but Bowmasters have a skill that incrases it to 165%, but since Phantom cannot steal that effect...), on top of being a Thief (which are expensive thanks to being popular)... Can't think of anything else right now, or at least nothing as extreme as these classes.
It is fairly ironic that a good unfunded class (Xenon) is also one of the hardest to reach their maximum potential (getting %allstat potential lines only on everything will be expensive as well).
if you're talking about hitting the damage cap probably Kaiser, BM, even Phantom. Most likely Kinesis when it comes out too (Essentially any class with main attacking skills that hit less than 200% dmg per line)

Shadower (midnight canival, meso explosion), Mercedes, Kaiser, Kinesis, Phantom. Those are the ones that come to mind.

undergrad classes are the hardest to fund, you can usually fund if you use moms credit card tho, just like everything else.
