If you hit level 70, but not 71, can you still get the Chryse Savior Medal?
Assuming I kill myself to lose EXP, of course.

yeah you can just try your hardest not to level cause you might not be able to at 71
Im not sure, but when it first came out, you had to be lvl 55 to accept the quests, but you could still go to Chryse. They might have fixed it, not sure
yes assuming u can accept all the quests at 70. and not level to 71. cuz the pq is 60-75.
