1-H Swords are typically fast (5), so you'd need an extra source to hit faster (2). 2-H Weapons are usually normal (6), so you'd need two extra sources to hit the speed cap.

I thought Pallies and Heroes all hit speed cap of Faster(2) with a 1h sword without the need of an extra source of speed. If one goes 2h, that's when you need an extra source of speed?

Yes, it's just the MPE pots. However, since 1h swords are fast 5, you need an extra speed boost beyond the booster to reach faster(2) with a 1h sword so that you can use the MPE pot to go beyond it.
