I'm not being sarcastic. Flame Gear is indeed the best skill you could ever use. The reason why you must do Empress Might before it (so yes, you do get it) is because it's just so good. The reason why you can get it instead of Oz's Flame (the summoned fire sprite) is because it's just that much better.

but yes, it is useful in pvp . It's good to use to confuse your opponents . I noticed that whenever I used it to "slip" away , the majority will not follow me just because they see the flame gears . It strikes a fear in their hearts !

the only reason to get FG is to make mist explosion stronger.
but from what i've heard, it is fairly easy to hit damage cap already with ME, so getting flame gears would be redundant and a waste of time.
you would have to do the quest 5 times to get it to max level, so that would take forever as well... it's use is also limited too since you can't use flame gears on top of each other. it's mad annoying when they keep giving you the message, you can't use it here.

If you plan on doing the Burning Flare questline then... good luck. Seriously. Although the skill is useful, the quest is such a pain. Took me 41 hours to max Vampire on a constant 2~4x.

Well if you want to act like those cheap F/Ps, you can cast FG on the top plateform to get some points. f3
But outside of PVP, its not really that worth it, unless you unfunded, or very funded. Unfunded since it helps ME to hit max damage, funded because if you got like a 100k range, 100k DoT isn't bad.

It will contribute to ME's damage if you're unfunded. If not I wouldn't bother getting it this early on. Wait until end game when you're range is considerably higher to even consider devoting that much time into such insignificant DoT.
