It's has to be true cz my 4%critical rate gives me 8% critical leading up to max.
i don't see any non-critical lines so this means it's working.

That stat window is bugged to hell and we all know it.

This might not be true necessarily because on the lvl 170 zero weapon, the base 30% boss and 10% PDR on the weapon are doubled in the stats window.
