%att on rank B is pretty bad and % damage is outright horrible on reboot. Please don't listen to the people who suggest % damage unless you want to ruin your weapon(s). Unless you have like 92% pdr without nebs (and even then, % att would be a bit of a stretch), PDR neb is the best (not sure why you don't want to use them?). Some classes may benefit from crit rate as well. For example, I would put a 6% crit rate nebulite in my katar if I was a dual blade due to the massive amount of PDR dual blades get from their attacking skills.
