How do I submit a guide to be stickied? Or do the mods just decide which guides should be stickied or not?

How do I submit a guide to be stickied? Or do the mods just decide which guides should be stickied or not?

Alright, thanks guys I submit it under "other"?
Just keep it up as a thread, get feedback over the course of a few weeks from other users, and improve the guide. Once most/all people think it's doing a good job, and you like it, submit it to mrbasil in a report.

Ok I can't find it. But basically:
-Create a thread on your guide
-Be neat, use headers,bold, pictures of necessary
-Sumbit to to Mr.B by sending a ticket
If he stickies it, congratulations
