Yes and no; he has more hp (about 200m more)
but he has a higher timer

it will take a long time to get there then
everyday i do 1 herb town voyage and the rest in rosa
Get to Rein Harbor, thats where he appears (I believe you also encounter Green Grosso and Livyatan in the same run)
