This. If you go into FM 1-22 and spam Snipe, you'll see it's just as fast as US. Another way you can test this is to keep spamming US without moving until the skill animations stop appearing. Then try to cast Snipe, then US. You'll see they're the same.

im trying to get 18%+ critical or +1att speed...Crit would give me 100% rate, making my base damage 180%, so its a pretty nice boost to.

Snipe is the same speed as US. +1 attack speed is one of the best possible Inner Abilities, US or Snipe, for MM assuming you do not have Decent SI.
