Because apparently it doesn't stop people from using /find or whispering you.

I knew I guy who would black list every GM he saw.
It prevents whispers, party invites, buddy/guild chats, entering shop, and a few other things (/find is not one of them.)
I think an important thing to note is the first post of this thread though. It is case sensitive, meaning it won't work unless you type in the IGN properly, capital letters included.

I used it for an extra BL back then! xD
They can't whisper you or enter your shop. They can still track you though. And I think it also blocks party invites and other stuff.
