To determine this take your damage on you're double hurricane, figure out an estimated mean and plug it into the hits per second formula. Do the same with your platter skill (casted) and final attack hits (for final attack hits use the multiplier that it lists per cast since it will typically vary). After plugging each attacking in, add up all values. Now multiply this by 60 (seconds).
If anything he should decrease his PDR. His Boss % is fine.
I dont know how much you'll be hitting, but you should sacrifice some of that % boss for some % att to increase your range.
