This korean fob kid in my math class nearly cried when he got a 96%

Because chances are, if they got a 90%, that they probably had a very good grasp on the topic/studied hard for the test, and only lost points to stupid little errors. Losing points for little mistakes annoys everyone.

I'm one of the "annoying kids" that do that

No one in my classes do that anymore, the teachers make the tests hard enough where if you do that well, you know you did fantastic.
I was one of about three kids who messed up the curve on a recent Chem test we got back, I kept my damn mouth shut unless someone asked me what I got.

Well what if my 86 brought my grade down two entire percent, from 99 to a 97

Or what if the few points I missed were due to really dumb mistakes?

Nothing wrong with that, though I admit it can be a bit annoying sometimes. Honestly I was a bit like that too early in high school. And then you realize/you get told how naive and stupid you act when you say stuff like that..(somewhere around sophomore year/early junior year or so).
