I believe it did, but Phantom's have a skill that allow them to steal the buffs away from enemy mobs, making wep cancel useless.

Adventurers only so only hurricane and rapid fire for them. No ring of ishtar or wild arrow blast from Merc/WH.
Hurricane= Rapid fire in speed.
Hurricane is 250% after the union revamp for mages/warriors/archers.
Rapid fire becomes 330% after the justice revamp to pirates/thieves.

Where is seduce and cancel weapon attack?

Rapid Fire, Hurricane, and Wild Arrow Blast all have the same speed. Ishtar's ring is twice as fast as all of them, but Phantom's can only steal Adventurer skills, so they use Rapid Fire since it is a higher percent damage than Hurricane.

If they raised the damage cap to 9.9m, I don't think anyone would be able to hit that much in one hit but the extra damage added on to the people who already hit 1m will be enormous
