@markred626 You can submit a ticket (which goes directly to Mr. Basil) and explain the situation, but I'm not certain whether or not he'll be able to take anyone else's word for it that the situation actually is as explained. (It would be way too easy to target someone with a false report and try to get their account or player character deleted.)
The normal procedure for fixing a situation like this is to have the person who is directly affected take a screenshot of themselves in Maplestory on the character in question and have them say in the chat window (and over their head) something like "Hi Basilmarket, this is <the person's Basil account name> " making sure the character's name is clearly visible, and then include the screenshot in a ticket to Mr. Basil here on Basilmarket.
This would prove beyond doubt that the character belonged to that Basilmarket user.
Unless your friend has, or makes, a Basilmarket account and does that, it's uncertain anything can be done.
If you want to submit a ticket yourself anyway, go to "BasilID" in the top menubar on any Basilmarket page, and under "Account" click on "Submit a ticket".
Then use the "Other" subject choice and fill in the text box to explain the problem.

p.s. I just noticed I have 10 times of his MP. From HP I judge he is naked?

Have your friend send an SS of himself (showing his IGN) with his basil name, the impersonator will be banned
