Are Red Whips still needed for something or are they now junk? I'm finding them while training.

I was pretty pumped to get decent haste on my shoes but for some reason i already have max speed/jump by default... I miss the actual usefulness of speed and jump equips before every class had max speed and flash jump

It was for the Legendary Spirit skill.
I remember them being needed for a quest or such. But I can't find info on that anywhere so I bet it's gone.
Maybe people use them for anvilling?
