Reinforced ring is better than LGR. Best four rings after this will be Superior, Reinforced, Hilla, Forest. Unless you can't equip the the latter two together.

Are they tradeable using psok though? These rings are apparently in EMS and they can be traded by psok I believe?

Also, know what level the rings are? (For potential tier)

Well it'll be nice for people to get rid of their LGR's. I never really liked the visual aspect of it.
