I'm all for gun control but background checks wont stop shootings.

Partially true, but using the same example from China, the punishment for owning/selling a gun could go as far as death. This is why that guy who decided to use a knife wasn't able to just 'buy' a gun from anywhere because nobody wants to sell it in the first place. Doesn't exactly answer your point but...
I personally don't think background checks are enough because you could simply ask someone else to buy it for you. I simply hope the US government would do a better job on gun control because from Canada's point of view, americans can't go on for one day without pulling a gun to each other's face.
