It's 12 stars or above for non-superior equips and 7 stars or above for superior equips.
For example, if you want to finish to scroll (hammers or clean slates used slots) your tyrant cape with prime scrolls when it's already 7 stars, you won't be able to use a superior shielding ward to protect your cape.

Overall, this thread seems to be a joke and misleading information.
