mom came back.. carrying the babies out.

I don't know about raccoons but I know wild rabbits leave their babies for the day and feed them at night. But if they're really young then the mom's probably just out looking for food. You should probably call a wildlife rehabilitator instead. Animal control... doesn't really give them a chance out there.
