Lunch ladies in my school

In my school the lunch ladies are so slow at serving lunch. They stand there talking as students wait to get food. At the beginning of lunch period kids swarm into the cafeteria. At that point they should start putting food out on the counter. But no. They will only put food on the counter once there's a kid in front of them. That is highly inefficient. If they put food on counter as lunch period is just beginning, the line won't be so long. That brings me to waiting in line. The normal waiting time is 15 to 20 minutes. That is just unacceptable. What do you guys think?

It got to the point where their BOSS came out and start serving food. I said to my friend, "hey the boss is serving." My friend said, "yeah." I always thought the boss was responsible for paper work.

MY lunchroom is kind of like that two. There are 3 lunch lines, 2 regular ones and then "A-La-Cart" which is the fancy, expensive food that actually tastes good. (for the most part)
The 3 serving stations are all connected, so often times the lunch ladies aren't even near the line you're in. They'll be talking with each other over in one station, leaving a completely left alone line. Once you have your food you go up to this other lady who has you pay money by typing in your lunch account number into this machine, and stuff. There's one for each line. Anyway, half the time they walk off to do some other task like organizing forks and carts near the paying area. Which causes the lines to bulk up.

@cool123ter: I totally agree with this, but sometime it's not what the boss AIM for. I myself rather have quality over quantity I'd like to see you and other people manage a budget to see if they could do better before posting this.
Not saying it's right but maybe the boss should be wondering if he hired enough personal for this task, or maybe should hire more qualified people. Maybe it's a question of budget. But that's something we will never know because I'm sure you haven't think of the many factors which can cause this issue.
Quality > Quantity

No stores around you? Cafes at the school are usually jacked prices
Trust me it's not ALL their fault. You don't even know the obscene amount of pointless regulations set down by the school district that they have to follow. I worked in a high school cafeteria for 2 and a half years and I was the fastest server in there. It still took me about 20 minutes to clear my line just because of CCSD's stupid regulations.
What regulations are there?

Lunch ladies are usually part of the contracted food provider so unless the food provider has been doing awful as a whole, the likelihood of firing a specific lunch lady is slim.

I don't think you are quite aware of the fact we are paying these lunch ladies with tax payers' money. We paid them to work, not chit chat.

But then again if they would prepair plates in advances to reduce the waiting line, you'd complain for something else, like that your food is getting cold, or say maybe someone touched this plate and we don't know, or giving the chance to compare your meal to someone's else plate saying he has more food than you.

The solution is to have a packed lunch.

Edit: well fine @FatJason ninja'd me.
