I think the yahoo one is correct. after all you cant fine people for using food and water how they want especially if they pay for it (hydro bill). Drought or no drought telling people how they can use their food and basic necessities borders on violation of human rights.

that is full with salt. which kills plants and the dirt. but you do have a point. if only they could make those desalinization plants, it would help out. as usual, politics makes everything drawn out and complicated to finish.

I'm gonna save water by showering less.

I did not know that this law got implemented this quickly.
