To answer your question, I think it positively impacts a F/P Mage's DPS. Look at it this way:

Let's say our options are to A) Cast Paralyze twice and wait for 18 seconds or B) Caste Para and FG once each and wait for 18 seconds
1 cast of Oz's Flame Gear inflicts 280% damage with 100% DoT for 18 seconds (Assuming you have max Flame Gear and Burning Magic)
1 cast of Paralyze inflicts 220% damage 7 times (Assuming Paralyze is maxed and you put points into the Reinforce and Extra Attack hypers for Para and you maxed Burning Magic) with 180% DoT for 18 seconds.

A)3,080% initial damage; 3,240% DoT for 18 seconds; 6,320% total
B)1,820% initial damage; 5,040% DoT for 18 seconds; 6,860% total

Difference: 540% damage. It's definitely more, but not really that much. The difference is pretty much a little more than one hit of Inferno Aura.
