Actually the joker effect only applies to the set with the highest ID, which isnt always the highest level one.

Nope.
Best you could do is a complete set of Superior and a 3 piece set of Reinforced - That is if you give up on a Tyrant Belt.
Joker equips only count for the highest set, not for all sets.
