But PayPal can't automatically take money from your bank account to pay for fees without authorization, you may be thinking of reverse withdrawals, which they can legally do. If you have a PayPal balance, they'll automatically deduct it to cover seller fees, but that's the extent of power PayPal has. If you don't pay for your fees or your PP balance isn't enough, your account will be frozen after some time and if you had a sizable amount to pay-up, they might even ban you and all your future PP accounts. FYI, PayPal is really good at tracking: it's incredibly hard to ban evade since they practically hold quite a bit of your important personal info (e.g. SSN, routing numbers, ID, etc).

However, having pending seller fees really shouldn't happen too often. eBay/PayPal typically holds the money you made until a while after the item's delivery, which is plenty of time for them to deduct seller fees from that held balance.

Protip: don't use a bank account as your primary payment method. Use a debit or credit card, and opt out of overdraft (fees) if you're poor.

to your pp to take the money out of ur bank/credit card. i once called ebay/paypal
and asked the question that is what they told me

The sellers won't ship you the item(s). Simple as that.
