They don't soulbind afaik, they can be PSOKed just like RA hats. And they aren't that much more expensive, Chaos Vellums are 100~150m clean right now, which is actually a cheaper alternative than getting warrior RA and thief RA hats (albeit you lose out on that 5% PDR, but i'm comparing it to SW hat right now which doesn't have the 5% pdr to compare with)

But SW hat is more expensive. Vellum hats go clean for 100~150m right now. Also, commerci does not drop them that often. Even if you were to get one as a drop, look at the money discrepancy. A sw hat is around 1b, whereas a Chaos Vellum hat is 100~150m, while both essentially filling the same role when paired with other SW equips. The only drawback would be in the case of item potential, where the Chaos hats can only reach 3rd tier potential, whereas SW will have 4th tier. However, this is a maximum of 3% (1% per line) with regular potential, and similar for bonus potential.

@Finalily I guess I didn't read closely enough. Yes, it would be better to use CRA helms then. I assume they haven't until now because the option wasn't there. It was only recently that an influx of CRA hats started dropping, and they're pretty much all vellum. SW is more accessible for poor people if they've picked it up from commerci I guess

People don't use them because they are 10x the price of RA equips and almost impossible to find. In Scania I've seen about 4 CRA hats. That's a lot of time wasted trying to buy one when you could scroll an RA one immediately. They're everywhere.

They can fill in for any set effect, but will fill only the highest level set effect (highest item ID) which for many people can be the SW set. This provides an easy +20 att and +25 all stat from the 2 piece SW set bonus, as well as the flexibility to trade off the helmet when you are quitting (as opposed to an untradable SW helm)
