Who do you think is Tobi?
This is for the manga readers only. The anime is too far back so outdated responses will come.
To me, these are the three closest ones:
[b]Izuna[/b] - Hates Konoha. Was at the same lifetime as Madara. (said this because Madara somehow knows Tobi). Now, let's bring in how he can be Tobi: I think that when Madara was about to die, he revived Izuna using the scroll that Suigetsu and Juugo got recently. He then told him what he should do in the future (revive him) and died. Now Izuna is doing what Madara wanted him to do and is trying to control everyone with the moon eye plan. Madara waited for Izuna to revive him but he didn't and instead Kabuto did and now he broke free. Now Izuna and Madara are going to team up.
Plot holes: How is Izuna still alive after such a long time and if he was so good how did he lose against Minato?
[b]Shisui[/b]: Well. There are loads of explanations for why he could be Tobi. Basically, I find it weird that he had his Mangekyou activated when he gave Itachi his eye. Could this mean he Koto'd Itachi to kill the family for him so he can collect their eyes? I mean Kabuto couldn't find Shisui's body which is very suspicious. Also, why exactly did Kishi show us the panel where Shisui gave Itachi his eye after Itachi told him the truth about the massacre? The panel after that also showed Tobi and Itachi saying he studied all his movements. In addition to that, in the the chapter before the last one, Sasuke get's a flashback Itachi saying the village is full of contradictions and then after that it shows Shisui giving his eye. Sasuke then says "so he's still alive" right after the Shisui panel popped up. Seems as if Sasuke found out who Tobi is.
Plot holes: Doesn't fit to the timeline and we don't understand how he turned evil.
[b]Kagami[/b]: Fits the timeline perfectly (could have met Madara), must have been strong since he was in Tobirama and Danzo's team. Not much info on him soo. He did have the same hair too but we can't really make out much from that.
Plot holes: He was strong so how did he lose so easily to Minato?
[b]Other[/b]: Maybe there are two Tobi's; one long haired one and another short haired one. maybe Tobi is a Zetsu clone of Madara? Maybe Tobi is Obito even though I doubt he is. You say it.
I think Tobi is one of the three I listed because they seem to fit in. I may have forgot some important info in the Izuna theory but I think you'll get it.

I think in the next or next few chapters, it will be revealed. Why? Cos the latest movie has Tobi as the main villain, and it'd be pretty lame if Tobi dies in that movie with his mask on. And since the movie is released next Saturday, that means his identity might be revealed next chapter!
it would be pretty disappointing to hear it be some random new guy nobody cares about after like 6 years lol
but srsly its been 6 years when are they gonna reveal who it is, or freakign end this manga

I'd say it's Obito. Latest chapter he said to kakashis something and sounds like e knew kakashi for a while

Tobi says that he gave him his eyes and I forgot where exactly I read that he kept fighting after he went. I'll find it soon. The fact that he fought with Madara probably means that he hates Senjunand Konoha for everything.
edit: Naruto wiki also says that he fought after going blind and I don't think naruto wiki makeup things. I'm sure I read that part somewhere else too.

From what we heard from Tobi, he claims that his brother gave him the eye, but we can't take his word for it. In my opinion Madara has always been power hungry and wanted to regain his light because he was scared. So he resorted to unethical means and robbed his eyes. Could you perhaps provide a link or evidence claiming Izuna hated Konoha and how he continued fighting on after his eyes were taken. In the manga it just shows Madara taking the eyes and Izuna being buried. Don't get me wrong though, I actually believe Izuna could be Tobi.
I'm only on the 105th episode of Shippuden, so this is off topic, but Tobi's a pretty funny character.

-Tobi was seen at certain times when obito was young.
-Obito was crushed and gave kakashi his eye
-Tobi is seen with 2 eyes in Konan vs Tobi
-although kakashi's mangekyo is the like tobi's ability, Tobi doesn't use a mangekyo or is ever seen with one and when fighting Konan, he does it with a normal sharingan

Izuna gave his Mangekyo to Madara so he could obtain EMS. Therefore the EMS is technically owned by Izuna and Madara. Later, Izuna "died" in battle but who knows. Madara unlocked the Rinnegan right before he died, and if Tobi is Izuna, he then took the eyes out of Madara and well yeah.

Also, it meant he didn't have to be in Akatsuki since Gedo Mazo was synced with the Rinnegan wielder. After Nagato died, Tobi decided to take it back to revive the Jubi. So really there's always been one set of Rinnegan, used by 3 different people. Well actually they're Izuna's...lol oh crap you may be right. Idk. plothole I guess. but Tobi said the Rinnegan was originally his, to Konan, when Konan said the Rinnegan was Nagato's. I'm confused to. The only Rinnegans were the Rikudou's and Madara's.

@ltachifire I doubt Kishi would do that. It would ruin it all. If he makes it a nobody it would be a disappointment too because everyone's making theories of known people.

He gave him his eye. He hasn't been talked about in the real series other than Kakashi gaiden. Tobi was about the same size as Minato when he attacked Konoha two years later and he was surprised by Minato even though Minato was his own teacher. Doesn't make sense. The only thing that feels suspicious is how Kakashi got his MS. It might be related.
