... and since it scales per level, does that mean a level 249 can just do this 10 times?

Pay your nx for those keys and win. But no, I trust nexon to be smart with their exp curves.
I get about 0.1% at level 221.
The peak value is at level 190-200 IMO where you get 10% on high exp levels.

in 2 runs i got around 0.70% or less. at lvl 214
At 202, its bad, its really bad. Still, your best bet is scrapyard, sdh or fdh, or warrior grounds.

sengoku and rlh were OP AF when the cap was lvl 200 (I think only rlh existed before the cap rose)
Stops increasing beyond Lv200, whatever exp you get at 200 is what you get all the way to 250.
You just get much less when you reach 200. I get like 1-2% at lvl 215
I get like 0.02% from it at level 240
