Don't Shadowers get like 26 lines with one of their attacks or something? I don't know off the top of my head, I don't like Shadowers so I haven't used mine in a while. Otherwise, Cannoneer with 15 lines per attack (with the hypers of course).
if you're talking about in one strike, then buccaneer with their 11-line "octo" punch. If you're talking about number of hits within a certain time frame, then blasters with their canceling combos

@ecarina: Shadowers have Midnight Carnival, a 6 hitting skill. With Shadow Partner, it's 16 hits on a single target (2 when 5th job hits).
Edit: nvm, cap hit is 15. Cannoneers win regardless since their mobbing/1v1 is 15 hits.
