The pirate with the most funding... Hp and defense (dmg reduction) depends of funding (my jett has 92k~ hp buffed, will be over 100k. I didn't hp wash in the past).
As for dodging attacks, I vote for jetts. I have played all pirate classes and revamped jetts are just dodging god if you got good controls.
I guess each pirate has their pros and cons against certain bosses? I think any pirate class can have good survivability if the person playing it has great control. But taking what the requirements are to be considered the best imo I would say Shades atm.

Understandable, but I'd say survivability applies mostly to bosses, and for Buccaneers, you'll rarely be using Buccaneer Blast to boss. Even if you were, Buccaneer Blast is mainly useful if you're supercharged, and the range is lowered significantly once you're not supercharged anymore. However, Buccaneers do boss pretty well thanks to the passive that they have called Typhoon Crush, which has a 40% chance to ignore 100% defense of the boss, which is literally impossible for any other class to achieve. Besides, I'd say Buccaneer Blast is just too slow to use against any boss that requires a great amount of survivability.

In the patch approx 4 months from now: 25% chance to avoid 70% is added to Bucc's revenge (so that's like a 25% dodge rate with the other buffs )

In 6 months, Mechs via revamp XD (auto homing bossing skill, loads more hp, 50% dodge, 60% damage reduction, a copy of wind walk, auto healing summon, and portals) and before anyone makes a "wide hitbox" comment, the hitbox is reduced in the patch in 6 months.

Range? What? If you're talking about Buccaneer Blast, I sincerely hope you're not using that skill to boss with. In terms of DPS, Octopunch would be your best bet, and range is out of the question if you're using Octopunch.

Have them all, I'd say Cannoneer. Mech has an enormous hit box and for a character in a tank, it isn't tanky at all unless you roll a 2. Jett has a low HP recovery skill that somehow helps reducing the pot burn but the skills range is average. Cannoneer has better movility IMO of them all and also longer skill range which helps staying away from the damage.
