First time I have ever seen one in-game. Haven't seen any uploads of one on Basil so far, so for those who may have missed it here is a glance at what it looks like. It's from the Tower of Oz, unsure which floor/box.
Note: The shop seller is not me. Kudos to him for getting the crown!

the sneakiest way I can think of scrolling that hat would be 1: mchaos away the other stats except for watk or matk (with return scrolls), 2: m chaos or icog with return scrolls and get at least 7 and up watk per scroll, 3: transpose to SW hat
300 luk definitely worth. also, dont forget you can transpose this beast onto a sw hat
22 Slots with icogs and return scrolls is an easy 110 attack hat. Sooo that's pretty cool
300 all stats for a xenon tho.

@Kuraisenshi From what I remember, KMS got a hot time with 5 ATT armor scrolls during the first cygnus revamp (WA/TB). Imagine a 120 ATT hat

@xxmcheifxx Hypothetically, if someone was going for the best possible character though, they could scroll that hat all 22(24?) slots with prime scrolls or icogs for attack/matt and then transpose it to fulfill the sweet[water set, right?

In KMS, it only drops from Scarecrow (40F) -- a friend in Bello got it from him.
In the hundreds of Lion/Scarecrow (30/40F) kills I've done on ~200%+ drop rate, I have never seen it drop. Honestly, it's rarer than the Ultimatum ring, but not worth more.

Ultimatum ring comes from rank 2 or rank 1 boxes. Rank 2 comes from clearing 41~45f, and rank 1 comes from clearing 46~50F. Ultimatum ring actually has a use; temporarily making your upper range fixed at 2m - no matter what your actual range is. Obviously this is way more sought after than a silly 22 slot hat.
